I volunteered to take minutes in Kathy's absence.
Directors Present: Area 1-Bruce Gary, Area 2-Jake Kempton, Area 3-Arnie Christianson, Area 4-Troy McManus, Area 5-Neil Keller, Area 6-John Hurst, Area 7-Rob Boudrie, and Area 8-Mike Martin.
The board discussed the possibility of rescinding policy established by the board motion of July 9, 1990 which prohibited 9x19 ammo loaded to a length of less than 1.250 from making major power factor in open division. After some discussion the feeling of the board was that we do not at this time have the "clear and convincing verifiable evidence that such ammunition can be safely loaded to the major power factor category". (That wording is taken directly from the resolution of July 9, 1990.) Area 1 moved that discussion of 9x19 Open Major be tabled until a later date. Area 4 seconded the motion. Motion passed unanimously.
The board was concerned about the position we are in because of our resolution of July 9, 1990 (available in the minutes from that meeting). Although some members of the board have been told of member's loads which "make major", we do not yet have verifiable proof of major (165) power factor loads which stay inside industry standards. It is my impression that the board would consider inclusion of a load in a powder manufacturer's literature, or published laboratory pressure testing data as evidence of such loads. It is also my impression that the board is very open to receiving such proof, and will consider moving on this issue once we have it.
9:56pm: Portability of classifications between Limited and Limited 10 Divisions
Michael Voigt brought up this subject, and mentioned it was the primary
purpose for which this meeting was called.
The following motion was made by Area 4 and seconded by Area 5
Classifications between Limited and Limited 10 shall be portable between these two divisions, until such time as a competitor has earned a classification in both of these divisions. For example, a member who is classified in one but not the other may use his/her classification in Limited to Limited 10 divisions.
Area 5 called for a discussion of the motion
President Voigt expressed his opinion that the proposed portability policy would dilute the legitimacy of Limited 10 as a division. He also stated that Limited 10 is very important to USPSA's growth, as many of our prospective members already own single stack 1911s. Vice President Amidon mentioned that obtaining a classification can now be done in one day with a "special classifier match".

This was one of my pet items, as I was the one who originally put this on the January meeting agenda. I remain concerned that we do not have portability between divisions, particularly since the laws in some jurisdictions would force a competitor into a division in which (s)he is unclassified.
Area 3 moved "We shall permit directors to disclose results of the Limited / Limited 10 classification portability issue immediately."
Area 4 Seconded.
