USPSA BOARD OF DIRECTORS MEETING
eMail Meeting Held March 21, 2001

Officers Present: President-Michael Voigt, Vice President-John Amidon, Executive Manager-Dave Thomas, Secretary-Kathy Littman

This meeting was called to address an opportunity to clean up a rule before the printing of the new rulebook. Unfortunately, this change did not make it to the printer in time for inclusion despite the efforts of the board and the USPSA office.

Directors Present: Area 1-Bruce Gary, Area 2-Jake Kempton, Area 3-Arnie Christianson, Area 4-Troy McManus, Area 5-Neil Keller, Area 6-John Hurst, Area 7-Rob Boudrie, and Area 8-Mike Martin

  1. Revolver - President Voigt opened the discussion with this statement:

If a revolver shooter shoots 7 shots before reloading he is placed into Production. I have received calls/email and messages from members wondering how a revolver shooter can be moved to a division they don't qualify for just because they shot one extra round.

In Revolver...

In Production...

We added the line about moving a revolver shooter to Production if they shoot 7 without a load.

After further discussion Area 4 moved:

That the wording in Appendix E, US Revolver Division, be changed to read: "...will be moved to Open", instead of Production.

Motion seconded by Area 8

Further discussion

Area 7 stated "I'd prefer to see a procedural being issues for each shot over 6 fired. That way, a single stupid mistake does not take the shooter out of the match".

My comment speaks for itself.

Area 3 stated "I reluctantly agree with Troy. If a revolver shooter shoots more than six rounds, by the rules, that shooter should be moved to Open, rather than Production".

Vice President Amidon stated "In Limited 10 and Production, you have a capacity issue addressed by how many you can load in the magazine, but there is no clause as to what the penalty is if you should load more and then fire more than allowed. However, you do have a rule that states if the equipment does not meet the division, you are moved to Open.

So in the sense of consistency, you could just eliminate the entire sentence g) Maximum of six (6) rounds fired before a reload, if competitor should fire more than 6 without first performing a reload, they will be moved into Production Division. This would bring Revolver in line with Limited 10 and Production of not having it spelled out that you will be moved into a different division for violating the load 6/10 and firing 7/12. Then it is just a matter of applying the rule moving them to open".

President Voigt stated "I would recommend changing rule the US Revolver requirement to read:

g) Maximum of six (6) rounds fired before a reload.

Then 6.2.6 comes into play if they shoot more than 6 and they are moved to Open at most matches and to "No Score" at Limited Nationals".

Area 4 moved to amend the original motion to read:

g) Maximum of six (6) rounds fired before a reload.

Area 1 seconded the amendment.

Amendment approved unanimously.

This rule change was to simplify the wording, and make it consistent with other situations when a gun does not comply with the divisional requirements of the division which has been entered. Also, the rule (as previously worded) presented a possible inconsistency since there is no assurance a revolver not qualifying to "revolver" division would meet the standards of "production."

Motion carried unanimously.
