Budget

The board of directors is responsible for the management of the budget. As an organization with annual revenues of approximately one million dollars, it is essential that we exercise due care with budgetary authorizations.

Building/Land Deal

USPSA made two mistakes in the recent acquisition of land in the Sedro Woolley area for a new headquarters building. I would like to explain what I feel were the "root causes" of these mistakes, and how I will help the board avoid making such mistakes if I am elected.

Lack of Legal Counsel - USPSA did not retain legal counsel to review the sales contract prior to execution (after the purchase, the land was discovered to be in a flood plain, with associated extra construction and possibly insurance costs)
No check for Deed Covenants - USPSA did not perform a search for deed covenants, easements, and restrictions (the deed requires a style of construction more expensive than planned for by USPSA at time of purchase).

It is my belief that there is an underlying cause for these errors:

Inappropriate Delegation of Purchase Authority - The USPSA Board of Directors voted to delegate the authority to spend up to $350,000 on land and a building to a "site committee" consisting of three individuals. This BOD motion authorized this committee to enter into a binding purchase contract without further board approval.

I will never vote to delegate such large purchase authority to a separate committee. With modern communications, there is always time for the Board to have an e-mail or telephone meeting to review, and vote on, any proposed business deal of this magnitude.
